To manufacture Ayurvedic/herbal products in India, one needs a license from AYUSH and not from FSSAI. Below are 3 types of manufacturing licenses issued by AYUSH:
Full Manufacturing License is a full-fledged manufacturing license. In this case, you will both market and manufacture the product. So you need to set up your own manufacturing unit.
Lend License: in this manufacturing license, you will borrow a third-party production unit to manufacture your products. So you do not have to own your own production unit. You need to apply for a loan license from a GMP-certified manufacturer, which will be granted to your company. You will then need to obtain regulatory approval for your product.
Contract Manufacturing / Third Party Manufacturing / White Label Manufacturing / Product-to-Product Manufacturing: In this license, you will use the manufacturing license of a third-party manufacturer to manufacture the product. You will only market the product. So you do not have to own a manufacturing facility and you do not have to purchase a license. All licensing with the AYUSH office is done by the manufacturer.

As of July 1, 2017, any vendor wishing to sell throughout India must register for the Goods and Services Tax (GST) unless the vendor is selling goods or services that fall under the exemptions. After all these approvals, you can finally start manufacturing Ayurvedic medicines. Below are the requirements for starting the manufacture of Ayurvedic medicines
The area required depends on the number of departments you want to start. The minimum area required under the Drugs and Cosmetics Act is 1200 square feet.
Machinery and Equipment: All the machinery is in SS -304 and the contact part is in SS -316. You will need this machinery and equipment if you want to start an Ayurvedic business in India.
Laboratory Equipment: An Ayurvedic manufacturing unit can either set up its own testing laboratory or get the tests done in government-approved laboratories.
You can sell Ayurvedic medicines and herbal products online by creating your website for selling and buying Ayurvedic products, but this is a time-consuming and expensive process.
You can also use other popular portals (Flipkart, Amazon, etc.) to sell Ayurvedic herbal products online.
Another option is to sell Ayurvedic medicines and herbal products offline directly in the market by distributing your Ayurvedic products directly to Ayurvedic practitioners or customers.
You can also search for distributors for your Ayurvedic/herbal preparations all over India/the world. If you do not want to do direct marketing, you can also sell your Ayurvedic products by appointing distributors all over India on a pcd/franchise basis or authorized distributors or importers in any country worldwide.
